Operation Hammer and Anvil was an anti-drug task force comprised of the FBI, Rochester PD, and New York State Police to battle narcotics-related crimes in Rochester, New York in 1991. The patches were made for local consumption by Investigator E.J. Lergner with the Rochester Police Department. There were only 50 made.
